I am aware that most state DMV written test to make available in several languages. But could someone who can not read any language (but can read basic signs in English ) to take the written exam orally and get a license?

I don't get how some people can't read or write. It is that the parents never taught them. I don't understand how a person could be able to talk ok but not read or write.
